scope of the specified work, and to extend contract completion dates. The Surveyor preparing tentative field orders shall
submit to the Contract Officer an estimate of manhours and material supporting each field order. Field orders, when pre-
pared, will be submitted to the prime contractor who will obtain price quotations. A cost breakdown shall be furnished by
the Contractor and obtained by the Surveyor on the job, reflecting a complete breakdown of man-hours by category, and
Contractor's billing rate for each category, as well as cost of materials, plus Contractor's markup for administrative ex-
pense in obtaining and handling the materials. The Inspector's independent estimate of the breakdown of manhours by
category, and manhour cost by category, as well as his estimate of a fair cost of materials to be furnished by the Con-
tractor. Quoted prices will be indicated as high or satisfactory and the tentative order forwarded to the Contract Officer for
approval and processing. The Surveyor will be responsible for obtaining approval of all field orders prior to undertaking
any work encompassed by the field order.
(7)  The Surveyor will be advised, at the beginning of each contract, of any contract interpretations or other
official changes affecting the discharge of inspection functions.
b. During the course of inspection in a Contractor's plant, the Surveyor will:
(1)  Observe the Contractor's work performance methods to detect any laxity or other factor which might ad-
versely affect the quality of supplies and services to be submitted to the Government Inspectors for acceptance.
(2)  Perform work-in-progress inspection in order that corrective action may be taken by the Contractor to
expedite and improve work performance.
(3)
Report to his supervisor all deficiencies which the Contractor refuses or fails to satisfactorily correct.
(4)  Contact his supervisor for interpretations of specifications when the Contractor and the Inspector cannot
agree as to the intent of Contract Specifications.
(5)  Advise his supervisor as to decisions he has made that affect work performance specifications. The In-
spector assigned to a Contract in acting as a representative of the Contracting Officer, therefore this decisions and ac-
tions must be in accordance with the policies and practices set forth by the Contracting Officer. When- ever problems
arise regarding work requirements which may increase or decrease the Contractor's costs, the Inspector will consult with
his supervisor before making any decisions.
(6)  Maintain daily records of weather, temperature, numbers of various trade personnel engaged in contract
work, work orders issued, hour of docking and undocking, and such other data as is
