SECTION I. Specifications Writing and Cost Estimating
3-1.
Specification writing is a critical area, as some repair yards make a "success" out of "searching out" loop holes in
repair specifications. The surveyor must be clear and concise in detailing re- pairs to be accomplished. The surveyor
should not fall into a common trap of writing into specifications HOW repairs are to be accomplished. Detail WHAT is to
be accomplished. Lengthy repair specification on an item usually results in double talk and does not present a clear idea
of just what is to be accomplished. The use of Technical Bulletins and/or Military Specifications should be referenced
and followed as required. Specifications should be in sufficient detail to permit a repair yard to submit a realistic bid.
The standard format for a repair specification is shown in Appendix F.

Cost Estimating . Cost estimation should and can be highly ac- curate and is based on accurate estimates of
materiel costs and pro- fit margins. These estimates are developed by item number and result in the total cost estimate
of repairs to the vessel.
Information for development of cost estimates is available from the following sources.
a. Manufacturers' parts price list.
b. Past contractual historical files.
c.
Current contractor labor and overhead prices.
d. Army Master Data File (AMDF).
When developing estimates, the estimator must consider market factors, e.g., inflation, workloads of qualified
contractors in the bid solicitation area, etc.
SECTION II. Forms and Reports

Equipment Inspection and Maintenance Worksheet (DA Form 2404, Fig 3-1), and Marine Condition
Survey Analysis (Fig 3 -2).
a. Purpose: DA Form 2404 provides a record of Marine Condition Surveys performed on watercraft.
b. Use: These forms provide a record of the vessels hull condition above the waterline, interior of the vessel,
main and auxiliary machinery, electrical and electronic components, and an estimate of man hours and costs to repair
deficiencies. It is also utilized to provide a record of uneconomically repairable watercraft and major components.
c.
Preparation: (see pp 3-10 thru 3-17).
(1) The contents in this Technical Bulletin shall be used when entering data in the columns and specified
blocks on DA Form 2404. This report will be prepared by the individual
