3-1. General. The best quality paint will perform effectively only if applied to a surface, which has been
properly prepared. The initial cost of adequate surface preparation is justified because of the increase in
durability, and the achievement of the maximum coating life with minimum repairs and repainting.

3-3. Painted Surfaces. Preparation of painted surfaces includes the removal of surface contaminants,
corrosion, old paint, moisture, blending (touchup paint), and roughening the surface (old paint in good
condition). Personnel working on surface preparation shall wear approved hearing protective devices and
given periodic audiometric examinations. All noise hazard areas will be marked with appropriate warning
signs.
