Step 1.
Check for air leaks, flow obstruction, faulty fuel
pump, and faulty installation.

Fuel or Insufficient Fuel table 3-62.
Step 2.
Check for injector racks not in full-fuel position.
Check for bind in the governor-to-injector linkage.
Readjust the governor and injector controls if
necessary. Refer to paragraph 3-142 and 3-161.
